ABOUT CEFER

The Center for Excellence in Finance and Economic Research (CEFER) is a research unit at the Central Bank of Lithuania founded in 2015. Since then, CEFER has established itself as the leading and most prominent research hub in the Baltic states. It has also received recognition in the international research community, well beyond the Baltic states.

CEFER was established as a relatively small and independent structural unit of the Bank of Lithuania, reporting to the Board of the Bank of Lithuania. The unit aims to become a centre of excellence in the production of high-quality applied analysis; to carry out a wide range of economic and financial research; to contribute to the quality decision-making necessary for the performance of the Bank of Lithuania core functions; and to publish in the highest-ranked international research journals. CEFER’s current mandate also includes enhancing the quality of economics education in Lithuania and promoting high-level discussions on topical academic issues in economics and finance.

The current team consists of seven researchers, including the Director. While this may be regarded as small for the rather broad and ambitious mandate assigned to CEFER, Lithuania is one of the smaller countries in the euro area. Additional researchers work in other units of the Bank of Lithuania.

We are looking for a new Director of CEFER with strong research credentials related to central banking as well as skills and experience to provide guidance to the relatively young research team presently working at CEFER, to recruit high-calibre young economists with the right profiles, to manage cross-departmental projects as well as to lead and guide the development of research-based tools in a policy institution.

KEY RESPONSIBILITIES:

  • Lead, support and manage the researchers in CEFER team;
  • Secure past CEFER success in high-level academic research and related activities;
  • Recalibrate CEFER toward research on central bank core functions and contributions to the Bank of Lithuania’s decision-making;
  • Ensure a closer integration of research activities in CEFER within the Board and other units of the Bank of Lithuania;
  • Organise and carry out academic research activities, publish academic articles in top-level global journals in the fields of economics and finance;
  • Cooperate with external research centres, universities and other institutions in joint research, participate in conferences and seminars, present CEFER’s working and published scientific articles;
  • Strengthen strategic collaboration between CEFER and universities in Lithuania in promoting the research culture and quality in accordance with the agreements between the Bank of Lithuania and universities.

 

REQUIREMENTS AND SKILLS:

  • PhD in Economics or Finance;
  • At least 5 years of experience in economic research;
  • Proven track record of high-quality research publications and policy analysis;
  • At least 3 years of experience in a managerial role;
  • Strong people management skills and ability to motivate and lead international teams, achieve sustainable results and drive change;
  • Very good knowledge of macroeconomics, monetary economics, international economics and finance, econometrics or financial markets;
  • Ability to apply this knowledge in the analysis of policy issues of interest to central banks;
  • Ability to work collaboratively;
  • Ability to make contacts and develop international networks;
  • Proficiency in English (written and oral);
  • Proficiency in Lithuanian would be an advantage.
