The Project
A wave of innovation in financial technology (FinTech) is transforming the landscape of currency, payments systems and financial intermediation. Canadians are changing how they use money and make payments. Considering these developments, the Bank of Canada has an ongoing project to develop the capability to issue a general purpose, cash-like central bank digital currency (CBDC) should the need arise. This is a program of major social significance and will require us to break new ground.
Note: This poster may be used to fill other FSS Principal Analyst positions that may occur in 2024.
What you will do
The CBDC Policy Integration (PI) team is responsible for synthesizing research and analysis from across the organization to form practical strategy and policy recommendations to guide the Bank’s CBDC project.
As a Principal Analyst, you will:
- Contribute to an economic policy workplan outlining work required to inform the Bank’s decisions on CBDC issuance, strategy, design, and impact.
- Develop sound strategic and policy advice both on your own and by leading interdepartmental tiger teams.
- Engage with internal and external stakeholders to understand, and effectively account for, a broad set of constraints and perspectives.
- Coordinate with the project management team and counterparts from other departments to plan for and achieve key project milestones.
- Prepare briefings, speeches, and summary notes for senior management.
- Liaise with government authorities and other central banks and support stakeholder relations work.
- Monitor and analyze developments in electronic money and payments, including CBDCs, cryptocurrencies, stable coins, crypto exchanges, and others.
What you need to succeed
- Knowledge of payments, currency and/or central bank digital currency
- You have a proven track record of developing practical and well-reasoned policy advice.
- You can distill complex information and balance competing objectives and diverse perspectives.
- You have a strategic vision and can translate this vision into concrete plans.
- You have excellent writing and critical reasoning skills.
- You are intellectually curious and strive to build expertise in new and complex subject areas.
- You can build and maintain a network of internal and external relationships.
- You are equally comfortable working independently or collaboratively within a team.
- Your work is conducted with a strong attention to detail and often under tight deadlines.
Your education and experience
This position requires a master’s degree in economics or finance and between 5 and 10 years of relevant work experience. A combination of education and experience may also be considered.
Opportunity for a FISC Interchange
We are willing to consider staffing this position on a temporary basis through the Financial Institutions Supervisory Committee (FISC) Interchange Program.
The FISC Interchange Program is a mechanism for supporting talent management and employee development from the following participating agencies: Department of Finance, Financial Consumer Agency of Canada, Canada Deposit Insurance Corporation, Office of the Superintendent of Financial Institutions and the Bank of Canada. By taking temporary assignments, participants develop professionally and may learn specific skills and knowledge, while agencies participating in the Program may benefit from new knowledge, skills and approaches.
Assignments are for a fixed duration that can be up to three consecutive years but will typically last between 12 and 24 months (depending on operational needs) and are salary neutral. There is a minimum gap period of two years before a former participant may participate again through the Program.

- Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
- Priority will be given to Canadian citizens and permanent residents
- Security level required: Be eligible to obtain Secret

- Salaries are based on qualifications and experience and typically range from $99,340 to $124,175 (job grade 18)
- Depending on performance, you may be eligible for performance pay. The first tier of performance pay is for successfully meeting expectation, at 7 to 10% of your base salary. The Bank offers performance pay for those who exceed expectations (15% of your base salary).. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
